In accordance with clauses 11, 14, 24 of the Law "On Committees of the Verkhovna Rada of Ukraine", the Committee on Culture and Spirituality analyzed how the Cabinet of Ministers of Ukraine, the Ministry on Culture and Tourism and their officials implemented the Laws "On Protection of Cultural Heritage" and "On Museums and Museum Activity" as to the eviction of business entities from the territory of National Kyevo-Pecherskyi Historical and Cultural Museum of Ukraine if their activity is not connected with the statutory activity of the museum.

 

The Committee members analyzed whether the Decree of the Cabinet of Ministers of Ukraine of October 12, 2010 No.1981-р "On setting up a Working Group to tackle eviction of business entities from the territory of National Kyevo-Pechersky Historical and Cultural Museum of Ukraine, if their activity is not connected with the statutory activity of the museum."

 

The Committee concluded, "The Cabinet of Ministers failed to exert its authorities under the Law "On Protection of Cultural Heritage" to tackle eviction of business entities from the territory of National Kyevo-Pechersky Historical and Cultural Museum of Ukraine, if their activity is not connected with the statutory activity of the museum."

 

The Committee members emphasised, "Having set up a working group to tackle eviction from the territory of National Kyevo-Pechersky Historical and Cultural Museum of Ukraine by its Order No1981-р, the Cabinet of Ministers of Ukraine failed to present the register of such entities or the criteria whereby the activity of the business entity is considered as non-connected with the statutory activity of the National Kyevo-Pechersky Historical and Cultural Museum of Ukraine."

 

The working group determined the business entities, the activity of which is not connected with the statutory activity of the National Kyevo-Pechersky Historical and Cultural Museum of Ukraine. The People´s Deputies emphasised, "The museum activity is the main one for the historical and cultural reserve."

 

The Committee resolved:

 

-          to draft andbring forward the draft resolution on moratorium on the eviction of the museums of Ukraine from the territory of the National Kyevo-Pechersky Historical and Cultural Museum of Ukraine;

 

-          to recommend the Cabinet of Ministers of Ukraine to define the register of business entities, the activity of which is not connected with the statutory activity of the National Kyevo-Pechersky Historical and Cultural Museum of Ukraine;

 

-          to send the resolution of the Committee on Culture and Spirituality to the President of Ukraine, the Cabinet of Ministers of Ukraine, the Ministry on Culture and Tourism, and Kyiv City Council.
